Which of the following most accurately describes the problem?

of Transport for new limits of drivers' hours, I understand new definitions were given for "driving", "work", "rest" and "spell of duty". What were these?

AThe Ministry proposes that these terms should be defined as follows:—

DRIVING—any time when the driver is at the wheel with the engine running.

WORK—any time spent in driving employment. This is not limited to driving time or time spent working on or in connection with the vehicle and its load, but will include any time spent in doing any other work in driving employment. It will also include normal breaks, but where the working day is split into two parts separated by an interval in which the worker is completely free, that interval will not count as part of the day's work.

FtEsT—any time when a driver is not driving nor working as already defined.

SPELL OF DUTY—total time Over which the day's work is spread. It may include short periods of rest as well as periods of work and driving. Spells of duty will be separated by daily rest periods.
