Which of the following most accurately describes the problem?

WILLIAM SWAN (CONTRACTORS), VV LTD., of Edinburgh, were partially successful when they applied to the Scottish Licensing Authority, Mr. W. F. Quin, last week at Edinburgh, to add three vehicles on A licence with the normal user "road and building materials, sand and salt within Scotland."

Swan's already have B licences within 25 miles and 50 miles. Mr. MacNeill, director, gave evidence that customers were now pressing for a considerable extension of the radius.

Mr. R. Mackenzie, f.or Swan, produced evidence showing that they were now unable to hire vehicles to subsidiaries because of • the volume of increased business. The Swan business had grown and was no longer dependent, as it was a year or two ago, on Sadler's Transport, an associated company.

Hiring by Swan outside 1e 50-mile radius had become very .extensive to the extent of about 371 per cent. Tippers were very difficult to get because of the Forth Bridge and Bathgatc projects. But they were seeking two flats and one tipper because of the growing use of palletization in cement handling.

Mr. Milligan, for EIR„ objecting, claimed that the application was largely anticipatory and that the hiring evidence suggested that one and a half vehicles would be enough instead of the three vehicles desired.

Mr. MacNeill said they preferred an A to .a B licence because of the greater ability of getting hired transport in the A category. Mr. Quin pointed out that they had no existing A licences and in further evidence Mr. MacNeill agreed that return loads were a factor.

Mr. Quin said there was a case for some easing. He suggested one flat of 3-1 tons and one tipper of 41 tons as appropriate. Mr. Archibald Beattie, for B.R., in reply, said that they were not so much opposed to short distance work in road and building materials but preferred to safeguard their interests over the longer distances.

Mr. Quin then granted the two vehicles.

Each vehicle will be fitted with a D-I I demister with six outlet nozzles giving 10,000 B.Fh.U. per hour and four QH.I7 underseat heaters each with an output of 17.000 FITh.U. per hour.
