THE Metropolitan Police Commissioner last week put forward a six-point plan for relieving traffic congestion in Central London. It included a comprehensive system of parking meters, a series of offstreet parking places, a "distributive loop encircling the central area, and the provision of radial routes to feed into the ring road.

He also advocated the construction of the Victoria-Walthamstow Tube and of other lines "possibly of an express type' to relieve those already running at saturation, and a reorientation of bus services to meet the changed situation which these moves would bring.

"If these measures were possible they would do much to solve the traffic problem, and yet preserve the character and amenities of the heart of London."

He hoped that it would never be necessary to restrict anyone from entering Central London. but congestion must not be allowed to become so acute that it drove business people out of the area.
