Which of the following most accurately describes the problem?

E South Yorkshire Fire & Rescue Service has bought seven Saxon-bodied Mercedes-Benz fire appliances, including three specialist Econic units. The low cab 4x2 Econics are Incident Support Units, each optimised for a particular role: heavy rescue, water rescue and pollution containment. They also incorporate incident control POOrIls with communication and computing systems, and will spend much of their time as part of the Service's "Community Safety Action Team" promoting fire safety. The other new vehicles are four Ategobased 4x2 crew-cab rapid response units. Supplied by Derwent Vehicles of Leeds, all seven trucks were blessed by the Service's Chaplain In a service at Sheffield City Airport.
