Which of the following most accurately describes the problem?

• The Health and Safety Executive (HSE) Is pushing to change the rules governing the transport of diesel, gas, oil and heating oil to bring them under the ADR regulations. Current legislation states that these fuels fall outside ADR in the UK, allowing operators to carry them without employing a dangerous goods safety adviser (DGSA) and without their drivers holding ADR certificates.

If the USE gets its way all operators carrying more than 5001it of fuels with a flashpolnt above 6IC will have to use approved vehicles that comply with tanker requirements. All drivers will need to hold ADR certificates and the company will have to employ a DGSA.

A spokesman for the Freight Transport Association says: "Consultation on the proposals should start during the summer."
