Which of the following most accurately describes the problem?

• Reginald Gore, of 24 Haddon Rd., Rock Ferry, Birkenhead, was fined £10 on each of five counts, with an alternative of five months jail, at Birkenhead magistrates' court on Tuesday. Defendant pleaded guilty to having knowingly made a false statement on five separate occasions in order to obtain a p.s.v. conductor's licence.

The action was brought by the Traffic Comrnissioners under Section 235 of the 1960 Road Traffic Act.
