Also laid before Parliament were the Motor Vehicles (Tests) (Exemption) Regulations 1969 which consolidate, with amendments, the Motor Vehicles (Tests) (Exemption) Regulations 1961 and the amending regulations made since then.

Principal changes in these regulations which come into operation on May 1, are that certain vehicles licensed to ply for hire in Leicester, Liverpool and Stockport, previously exempted from the requirement to hold test certificates (because they were annually examined by the local police) are no longer exempt. Certain imported vehicles which will now need test certificates are exempted from the need to hold a certificate while being driven from their place of arrival in Great Britain to the residence of the driver or owner. Also certain vehicles on test when being repaired by a motor trader are exempted from the necessity for a test certificate.
