Which of the following most accurately describes the problem?

THE ROAD Haulage Association is proud that the Government's proposal to increase speed limits for heavy goods vehicles is the result of its 15 years of vigorous and persistent campaigning. The Freight Transport Association says more modestly that it has been pressing for the change "for several years."

The FTA's claim that the high limits will save industry more than £300m a year pre-supposes that drivers are at present virtuously observing the law. If the new concessions do no more than legalise what many drivers are already doing and remove the risk of prosecution, one should be thankful for that small mercy.
