Which of the following most accurately describes the problem?

• Exemptions from certain Construction and Use Regulations for a number of specialist vehicles is contained in The Motor Vehicles (Authorisation of Special Types) (Amendment) Order 1972, Statutory Instrument 1972 No.1609, which comes into effect on November 20.

In June, The Motor Vehicles (Construction and Use) (Amendment) Regulations 1972, SI 1972 No.805, introduced regulations controlling the emission of smoke, power-weight ratios, axle weights and spacing for certain categories of vehicles and rear markings for vehicles with projecting loads.

Si 1609 exempts pedestrian-controlled road rollers and other similar small vehicles from smoke emission regulations; straddle carriers and vehicles carrying abnormal indivisible loads from the power-weight regulations; and specialist quarry vehicles, which may not travel laden on roads, from laden weight and axle spacing requirements. In addition, there is provision to dispense with the exhibition of the end of an abnormal indivisible load projecting to the rear of the vehicle if the vehicle carries a rear marking on the load.

Copies of the regulations can be obtained from HMSO or booksellers, price 5p. • Winter sailings of Townsend Thoresen Dover-Calais ro-ro ferries have been increased to five in each direction daily. Earlier the company had doubled the number of winter sailings from Southampton-Le Havre to give up to 24 departures each week.
