Mervyn Pugh said that when one of the company's two vehicles and trailers was examined in January, immediate prohibitions endorsed neglect were issued to both vehicle and trailer. The business had expanded and flourished and Kitt had needed to delegate responsibility. Unfortunately, the people concerned had not been up to the job.

Mervyn Pugh said that no operator could expect to come before him three times. It was a very disturbing case. He had always said he would give operators a chance to prove they could maintain their vehicles properly. This company had received two chances.
