Which of the following most accurately describes the problem?

• Derbyshire haulier J and D Allsop was granted two additional vehicles after Derbyshire Dales District Council failed to attend a Chesterfield public inquiry before Eastern Deputy Licensing Authority Professor Charles Arnold-Baker.

The Brassington-based firm had sought to add the vehicles to its existing licence for six vehicles and eight trailers.

For the firm, Ian Rothera said the council had objected even though the measure was temporary, since the firm had proposed to move to other premises at Longcliffe.

The basis of the objection was that the planning consent for the existing operating centre was about to expire. In fact, said Rothera, that consent had recently been renewed and the council had indicated the previous afternoon that it did not propose to attend the public inquiry.

Arnold-Baker said he wished he had the power to award costs against the council.

Rothera said the firm had been operating the two additional vehicles for 12 or 15 months under interim authority, and this did not appear to have caused any difficulties.
