Which of the following most accurately describes the problem?

carry no report this week of the May 6 meeting of the Community's transport ministers.

The reason is simple. It did not happen.

Why? You may well ask. Well, May 4 was the Greek Orthodox Easter and the Greek delegation was none too happy about hacking its way across Europe on a holiday peculiar to it, especially as the reception promised to be less than cordial.

The main items on the agenda is maritime shipping, an area where Greece sees itself as the only follower of policy and it realised it could expect a hard time from the other 11 delegations.

That is why EEC laws take a painfully long period to come to pass.
