CONGRESS ACCEPTED the responsibility for operators ensuring safety standards in both freight and passenger transport. It was reminded of the continuing role it had played in this field. Satisfaction was drawn from statistics which showed that despite an increasing vehicle population accidents involving commercial vehicles had not increased for many years. In some countries they had decreased.

Much of the credit for the trend must go to the co-operative spirit which had been active between Governments, manufacturers and operators. This had resulted in training, safer vehicles and a better built and road signed infrastructure in many countries. The hope was expressed that this would continue and IRU pledge its support to all who were engaged in this activity.

It urgently requested Governments to continue to improve the infrastructre; to mount road safety campaigns; to assume responsibility by ensuring the safety of both international drivers and their loads.
