Which of the following most accurately describes the problem?

A five-day management course is being sponsored by the Road Haulage Association at Ashridge Management College, Berkhamsted, Herts, from November 4 to B this year. The fee will be about £65 but each course member will qualify for a £30 grant from the RTITB, plus travelling and subsistence allowance for those covering more than 40 miles to attend.

The syllabus, devised by the RHA in consultation with the College, will cover legislation, company aims and policy, finance, work planning, driver management, insurance, security, administration, budgetary control and costing.

The present national chairman, Mr. P. H. R. Turner, will speak on the inter-relation between commercial road transport and training; the secretary-general, Mr. G. K. Newman, will explain the RHA's role in the industry, while another talk will be given by Mr. Noel Wynn, one of the Association's vice-chairmen. Professional college lecturers will conduct the main part of the course.

This first course will have vacancies for about 25 people.
