• Changes to the EEC rules laid down for hauliers or coach operators wishing to set up in business have been proposed by the European Commission.

Brussels says these rules must be clearly defined so the conditions of competition are harmonised as the EEC heads for a free transport market in 1992. The proposed changes require that new entrants should not have been convicted during the previous three years of any offences which would make them unsuitable, such as offences against the drivers hours, road safety or management irregularities. Present EEC requirements say merely that new entrants should be "of good repute".

The "appropriate financial standing" requirement would be supplemented by a financial guarantee representing 10% of the new value of each vehicle to be used by the firm.
