Which of the following most accurately describes the problem?

THE once shining image of the heavy vehicle driver had become somewhat tarnished, observed H. E. Robson, the Yorkshire LA, when he opened the new driver training school of Harold Wood and Sons Ltd., at Heckmondwike, Yorks. But facilities for advanced training would help to correct the situation. Greater acceptance of personal responsibility for safety was needed by both owner and driver. The latter was in the key position with, so to speak, his finger on the trigger, and his actions were decisive. Therefore the driver must be encouraged to regard himself as a professional man and to accept the responsibilities entailed.
