Which of the following most accurately describes the problem?

• The previous conduct of Alan Scott, trading as Ashleigh Properties, has led to his new Operator's Licence being restricted in size and duration.

Scott had applied for a licence for two vehicles, based at Ashleigh Farm, Binfield, Berks. There were environmental representations from seven neighbouring residents.

South Eastern Licensing Authority Brigadier Michael Turner said that the application form showed no relevant convictions. However, it transpired that in 1988 Scott had been convicted of three offences involving driving while unsupervised and without a valid 0-licence. He was prosecuted for two offences of not having an HGV driving licence or valid insurance.

Turner imposed conditions to restrict the nuisance to working hours and prohibited maintenance on the site.
