Which of the following most accurately describes the problem?

• "Any manufacturing firm or service which hopes to maintain its position in a competitive market must closely watch its field of operations with a view to making any necessary economies and introducing new methods of production. Failure to do this will soon see the firm outstripped by others who are more forward looking.

"A passenger transport undertaking competing with the private car must adopt this sort of approach by making every effort to absorb rising costs and yet at the same time offer a service of the highest possible quality at the lowest possible fares."

This statement was published by Leicester City Transport in the December issue of City Transport News to explain the masons for major changes to city

services which came into effect on Saturday, December 28 1968.

Simultaneously. the possibility of co-ordination with some of the Midland Red services was examined with the aim of providing services in certain areas to the south and west of the city. Jointly operated services to these areas were, in fact, introduced as part of the changes.

Leicester City Transport. in its transport news (published in five editions to cover different areas of its operations) said that in order to contain costs there was no question of instigating a rough and ready pruning of the department's services. Instead some simplification of the route network had been made on certain sections, where two routes overlapped for part of the distance. Great care had been taken in doing this by examining the need of those passengers who would be affected and planning alternative services to meet their requirements where necessary.
