Which of the following most accurately describes the problem?

THE West Midland deputy Licensing Authority Mr. R. Hall, on Tuesday considered the question of quantum referred to him by the Transport Tribunal last November, when it refused an appeal against A. G. Bird (Transport) Ltd., of Wolverhampton, being granted a ninevehicle A licence.

Mr. Hall not only adhered to his previous decision to grant nine vehicles, but also granted a further application to add one special vehicle to the licence for carrying lime mud for Midland Tar Distillers Ltd. within 150 miles.

Two of Bird's associated companies, A. G. Bird (Heavy Haulage) ltd. and Geoff Bird Ltd., were granted one A-licensed vehicle each on condition that the vehicles were deleted from the A. G. Bird (Transport) licence.

Mr. Norman Carless for A. G. Bird, said the nine vehicles had been on assorted licences. This, with the applications by the associated companies, was part of a redistribution of vehicles within the A. G. Bird group in connection with the possibility of nationalization.

The earnings of the nine vehicles, carrying mainly chemicals and raw materials, showed that they were fully employed. Many were earning more than £4,000 a year, and one more than £6,000. There was also a sub-contracting figure of £21,000 to be considered.
