Which of the following most accurately describes the problem?

HOW MUCH WORSE can traffic congestion get? Gordon Brown has promised consultation on motorway charging, but what difference would that make? The Department for Transport (DIT) is to confine HGVs to one lane on some hilly stretches of motorway, which is hardly likely to help at all. The real issue is to establish how much spare capacity exists on our main roads, and what to do about the overspill.

But when traffic finally grinds to a halt, won't some bright spark from the DIT be telling us in his memoirs that they knew it was about to happen?
