Which of the following most accurately describes the problem?

MRS. BARBARA CASTLE, Minister of Transport, on Wednesday met leaders of the RHA at their request to explain the Government's plans to co-ordinate the parcels service of BRS with the freight sundries services of the British Railways Board.

Mrs. Castle said that in the first instance the Railways Board was going to set up a new freight sundries division to manage the railways freight sundries business and road cartage fleets.

Secondly, the Railways Board and the Transport Holding Company would be setting up joint machinery to plan the eventual provision of the unified parcels and sundries services in the public sector and to promote close interworking in the meantime between BRS (Parcels) Ltd., and the new BAB sundries division.

Since private road hauliers have a substantial interest in parcels traffic, the RHA asked for this meeting to explore how the new arrangements might affect the possibility of achieving greater co-operation in this traffic between the nationalized undertakings and those of their members who run parcels services.

The talks between Mrs. Castle and the RHA also included discussion of her plans for setting up a national freight organization to integrate freight services in the nationalized transport industry.
