Sequel to the Case of Trading from a Motorvan.

London borough councils are being circulated by Finsbury Borough Council with reference to the result of proceedings taken against a person for trading from a motor vehicle in the streets of the borough, without having a street-trading licence, contrary to the provisions of the London County Council (General Powers) Act, 1927. A fine was imposed. The defendant successfully appealed against his conviction, the appeal being allowed by the deputy chairman of the County of London Sessions, on the ground that the council had not satisfied him that the vehicle was stationary within the meaning of the Act.

The main feature of the case, which was reported in The Commercial Motor, was that the defendant carried On his business from a specially equipped van with loud-speakers, etc., by means of which he gave a demonstration and subsequently sold goods, the operation sometimes occupying half an hour.

Having regard to the far-reaching effects of this decision, Finsbury Counc22 eil considers that the matter should be carried farther. The other councils are being asked whether they would share equally the cost of such proceedings, in the event of Finsbury taking the case to the Divisional Court.

More Welsh Bridge Schemes.

In furtherance of its programme for the construction of new bridges and the improvement of other structures, Carmarthen County Council is to erect, in conjunction with the Ministry of Transport, new bridges at Parcydai and Pontfaen.

Another important scheme is for the Construction of a ' new bridge at Llechryd. Cardigan and Pembroke County Councils are making joint plans. The Ministry and a Speed-limit Application.

West Riding County Council recently sought an Order to impose a speed limii of 15 m.p.h. on vehicles passing along Addinghara main street, a narrow thoroughfare carrying a large amount of traffic from Leeds and Bradford to the west coast and Lake District.

The application recently formed the subject of an inquiry by a Ministry of Transport inspector, and is of particular interest by reason of the fact that it is the first of its kind since the passing of the Road Traffic Act. Before the operation of that Act there existed a speed limit of 10 m.p.h. along this thoroughfare.

It was argued that to widen the street would call for the demolition of half the village, and, although the county council felt that a by-pass was desirable, the present financial situation was against such a scheme.

The application was strongly opposed by the Automobile Association and other bodies'. The decision of the Ministry will be announced later.
