Which of the following most accurately describes the problem?

REPORTING upon the Preston Corporation Bill, the parliamentary committee of Lancashire County Council states that the Bill seeks to empower the corporation to provide, maintain and equip trolley vehicles, in the borough and outside, along any street or road in which it is authorized to construct or work tramways, and along any street or road for the purpose of providing a turning point or of connecting trolley-vehicle routes. Where the street or road concerned is outside the borough the consent of the local and road authority is to be obtained ; such consent, however, is not to be unreasonably withheld.

Further, the road authority is to have the right to make representations to the Ministry of Transport as to turning points. Power is also sought to provide and maintain trolley vehicles upon any road, whether within the borough or within a distance of five miles measured in a direct line from the town hall, after being so authorized by a provisional order of the Ministry of Transport.

The only tramway route authorized or worked in the county area on county roads is the tramway situate in the Fulwood Urban District, and noexception need be takento the substitution of trolley vehicles thereon. It is understood that the corporation has not in mind any particular route on which to run additional trolley vehicles on the main county roads leading out of the borough, and, with the present congestion of traffic and the numerous public services already operating in this area, any extension of powers for trolley vehicles seems unnecessary and undesirable.

Now that the licensing of public-ser by the licensing of further public-service vehicles, and the main-roads and bridges committee would deprecate very much the 'provision of trolley vehicles on the main routes out of Preston and the provision of new overhead equipment and standards on these roads.
