Which of the following most accurately describes the problem?

Wider recognition of German efforts to standardize critical dimensions of demountable bodies is beginning to give operators in other European countries the advantages of full interchangeability irrespective of the mechanical vehicle equipment used. Adoption of the German BDF standards for underbody clearance, attachment points, etc, by some Austrian manufacturers in units recently supplied is seen as a significant breakthrough towards international acceptance of uniform swop body equipment.

While the great variety of demountables still produced in Europe has so far precluded use of equipment on a Euro-Pool basis the striking increase in the movement of such units by rail, in Germany at least, is now accelerating conformity.
