Which of the following most accurately describes the problem?

and Ivory Coaches, Ltd., of Swindon, Wilts, for eight additional vehicles to operate 92 excursions and tours was hotly contested at 'Bristol last week by Associated Motorways, British Railways, Bristol Omnibus Co., Ltd., and G.D.Ci.. I.N. and B. Keen. all of whom contended that coach traffic generally was declining, and that existing facilities were more than adequate. The application, which included a request for additional picking-up points for the company's present licensed services, was described by Mr. T. D. Came, for the objectors, as an extremely ambitious one which was not justified by the circumstances because it was admitted that the applicants had not used their present licence to its fullest capacity, having operated only a third of the tours authorized. They were, he said, engaged principally on private hire work and school services. Mr. Goodeve Docker, for the applicants, said Swindon's population now exceeded 100,000 and people living on housing estates wanted coach services that were more convenient to their homes. His clients wanted to operate services to popular seaside resorts in the South and South West of England, not only to Weston-super-Mare which they were able to do under their present licence. Granting the picking-up points asked for in respect of their present licence, the Commissioners refused the application for additional vehicles, the chairman, Mr. S. W. Nelson, remarking that he had never seen an application based on such flimsy evidence. " There is a decline in excursions and tours traffic and to come to us and say 'we want more vehicles' is, on the face of it, a waste of time." The application was fantastic.
