It's nice to know we're not alone. Commercial Motor has long questioned how the money set aside for the so-called Road Haulage Modernisation Fund has been allocated. Rather than spend it on propping up lame ducks, the most responsible way to raise standards in road transport is surely to invest in tougher enforcement. Set the highest values and show the door to anyone who isn't prepared to keep to them. So no surprises for guessing our reaction to the news that VOSA is getting RHMF cash to pay for hi-tech kit to clobber the cowboys (see page ic)). Go to it! And as for giving VOSA staff power to stop HGVs, it's long overdue. However, we have one slight reservation. A world of Automatic Number Plate Recognition, weigh-in-motion monitors and instant database recognition of non-compliant operators sounds wonderful, but after the interminable delays of TAN2I, our message to VOSA is simple and unequivocal—don't promise what you can't deliver. When it comes to better enforcement, the maxim must surely be 'under-promise, over-deliver'. Not the other way around.
