Which of the following most accurately describes the problem?

• Paul Cecil has become the youngest driver in the country to pass the HOY category C driving test, just one month after his eighteenth birthday, beating the previous record holder by one month.

Cecil is now qualified to drive up to a 32-tonne rigid truck and will be employed by his family's firm, BH Cecil & Sons. He says: "It has always been my ambition to be a driver. I found the actual test easier than I'd thought it would be and received plenty of help from my instructors to get me through. Now I plan to take my category CsE as soon as I'm old enough."

Cecil passed his test through the Young Drivers Scheme, which gives young employees in the industry the opportunity to work towards obtaining a heavy goods vehicle licence from the age of 18, rather than wait until 21.

• Chris Levett has been awarded Transport Apprentice of the year in recognition of his development through the Young HGV Drivers Scheme. Levett is employed by Birds Groupage Services.
