Which of the following most accurately describes the problem?

IN A SCHEME believed to be unique in Europe, full integration of public transport fares and interchangeability of tickets has been achieved for the city of Basle, Switzerland, and five other operators in adjoining French and German regions.

On April 1 the inclusion of the scheme of the German Railway's road service from Basle to Grenzach completed the integration programme which was begun less than two years ago with an agreement covering the German SWEG bus service between Riehen, Switzerland, and lnzlingen.

Tickets at S.Frc. 1,60 (about 48p) issued anywhere in the inner Basle zone now enable passengers to travel to St. Louis or Huningue in France, or to LOrrach in Germany, without having to pay again on the bus from the transfer point at the international frontier.

When travelling from France or Germany to Basle, through fares must be paid in the local currency. All participating operators have waived complex accounting procedures and retain the fares collected in their areas. Under the new scheme 12-hour tourist tickets issued in Basle are also valid on all but two services, A detailed routebook and timetable with map covering the operating region is published by Basle Transport.
