Which of the following most accurately describes the problem?

AN EASTERN DISTRICT of the Road Haulage Association will be formed as part of the RHA restructuring plan, following the national council's acceptance of director general Freddie Plaskett's plan (CM, April 3).

The national council voted overwhelmingly last week for the present area structure to be replaced by a district structure, with offices in Glasgow, Newcastle, Leeds, Bolton, Tipton, Bristol, London and at or near Peterborough. The plan was adopted in sate of some reservations from the South Wales, Humberside, and Devon and Cornwall areas which will all disappear into the enlarged districts, and it is anticipated that the new structure will apply from later this year.

An RHA spokesman told CM that staff appointments will be made shortly.

Terms of reference are now being drawn up for the second phase of the reorganisation plan, which will involve a thorough study of the committee structure by a members' working party.
