Which of the following most accurately describes the problem?

L'OLLOWING the Scottish Licensing Authority's refusal of an application by H. Ferguson and Sons, of Drougan, for a B licence for a vehicle to deliver concessionary coal (already carried under a short-term B licence), Ayrshire miners are protesting at this decision and its effects: They are said to be asking for an apology from the L.A., Mr. W. Quin, for remarks made by him during the hearings and they are also concerned that the decision has put the applicant, Mr. Harry Ferguson, out of business. At the hearing of the application (The Commercial Motor, January 24), Mr. Quin had said that he had an obligation to ensure economic operation, and he was reported as remarking that the . National Union of Mineworkers was always in the forefront when increases were wanted but they never seemed willing to pay an economic price for the services they got.

Mr. Quin adjourned the application for audited figures to be produced. At the resumed hearing these were produced, and the IA, said he was not satisfied with the applicant's evidence. He then refused the application.
