EMPHATIC protests were recently made by Mr. W. Chamberlain, North-Western Licensing Authority, against the present methods of railway representatives at licensing inquiries. After much pressure on applicants and considerable concessions by B-licence holders in respect of their radii of operation, Mr. Chamberlain said that he could not go on any longer in this way.

• The submission was made by Mr. P. Kershaw, counsel for the L.M.S. Railway Co., that the radius of Mr. E. M. Hammond, of Stockport, should be

reduced from 25 to 20 miles for certain classes of goods, on the ground that he had not gone farther last year.

Mr. Chamberlain recalled that on the previous application he had reduced Mr. Hammond's operations to 25 miles, and he wanted to know from the railway companies how their interests would be affected if he did not make the further reduction. He would rather have evidence than addresses –on the matter. It was for him to be satisfied that the objection was based 'on sound grounds and that to allow the applieant to continue as before was not in the general public interest, or was against the rail interests.

Mr. Kershaw pointed out ;that. the consequence upon the rail and other interests was not necessarily direct. It was the contingent possibilities to which objectors had regard. No evidence was tendered on behalf of the railway company and the licence was renewed without alteration.

In the next case, the point at issue was the reduction of a coal radiui from 15 to 7 miles. Evidence waa:given that 32 per cent, of rail-borne,:poal was carried for distances up to 1 miles and 59 per cent, up to 14 miles. ,

In this case decision was reserved.
