Which of the following most accurately describes the problem?

EVIDENCE SUBMISSIONS for an inquiry into the impact of the tolls on the Severn Bridge have closed with the Freight Transport Association (FTA) warning that prices are "simply unsustainable".

As part of its submission, the FTA recommends that a reduced rate for offpeak travel by HGVs is introduced as well as a UK-wide standard for bridge tolls, reducing regional differences between bridge crossings.

In July, south Wales operator Owens Road Services told CM that it was paying in excess of £200,000 a year to run its vehicles into England (CM 15 July).

The Welsh Affairs Committee will hold the inquiry in October and November.
