answer Road Tech boss Derek Beevor warns that truck operators must be given satisfactory answers to the following key questions if Lorry Road User Charging (LRUC), due in 2007/8, is to be a success: • Who will pay for the on-board units (OBUs)?
• Will an LRUC company charge operators for their own data on vehicle movements?
• If an OBU breaks down who will pay for the replacement?
• Will a truck with a malfunctioning OBU have to be taken off the road? If so, who will pay for the downtime?
• Will an engineer be able to repair a faulty OBU at the roadside?
• Will the LRUC system be used to calculate speeding fines and other legal road traffic law infringements?
• Will the government's tax-neutral promise be modified to "only at off-peak-times"?
