Which of the following most accurately describes the problem?

MIDLAND EXPRESSWAY (MEL) reports that more trucks are using the M6 Toll since charges were cut by 40% at the end of July.

MD Tom Fanning confirms that the initial response to the discount has been positive: "We have also seen an increase in the number of tag accounts which is another encouraging sign.

"We look forward to even more hauliers discovering the benefits of the M6 Toll at a rate which repre seats tremendous value for money."

MEL has never revealed the actual number of HGVs using the motorway but estimates suggest they accounted for less than 1% of overall traffic following the opening in December.

The company was bitterly criticised by the haulage industry which argued that the original £10 charge for trucks was excessive.

Neil Byard, director of the only service area on the motorway, says daily HGV traffic does appear to have increased since July but this only applies to peak periods.

"On a day-to-day basis we are seeing more of them stopping to buy fuel," he adds. "Usage tails off at night, probably because the M6 is less congested."

The discounted rates for HGVs of £5.11 (ex-VAT) during the day and £4.26 (ex-VAT) at night will apply for a trial period until the end of the year.
