Which of the following most accurately describes the problem?

GOVERNMENT transport policy has turned out to be a "watery creature" according to British Road Federation chief economist Shaun Leslie.

Speaking at the BRF transport symposium at Aston University, Mr Leslie accused the Government of making transport "a victim of our political situation."

He added, "any controversial decision is subject to certain death." Mr Leslie told the audience that the BRF had little respect for the Transport White Paper.

• It has caused little more than a ripple on the transport pond. "If it had been less innocuous the waves might well have drowned the Government," he said.

The Government was guilty of courting allies in both transport camps by accepting con: tradictory views. "This ma ihe way to win friends, but no way to run a trans! policy."

One of the worst contra tory statements in the Pa was the statement that r traffic would increase, yet money allocated for rl building and repair would reduced.

There was not even prospect of an increase in r expenditure "when the g times rolled" in the 1980s % the oil boom.
