Which of the following most accurately describes the problem?

REGULATIONS to bring in transport managers' licensing were expected to be laid before Parliament this week — and they will be in force by the end of the month.

The Goods Vehicles Operators (Qualifications) Regulations 1977 contain the complete syllabus for the TML examinations — and a new system of exemptions for members of professional associations.

Under the new rules, national and international operations can be managed by Fellows or Members of the Chartered Institute of Transport; Members or Associates of the Institute of Traffic Administration; Members of the Institute of Road Traffic Engineers and Fellows or Associates of the Institute of Furniture Removals and Warehousing.

A limited licence for national operations only will be granted to Licentiates of the Chartered Institute of Transport, Associates of the Institute of Road Traffic Engineering and holders of the General Certificate of the Institute of Furniture Removals and Warehousing.

Other exemptions in the new rules are for managers who have been responsible for the operations of a fleet since before January 11975.

Managers who were once in charge of a fleet and are not now, may also be eligible for a licence — but they must apply before December 31, 1979.

The Department of Trans port spokesmen say that all holders of 0 licences will be contacted before it becomes compulsory to have a licensed transport manager on January 1,1978.

Under the rules every new applicant for an 0 licence must either have a licensed manager working for him or be licensed himself.

. Operators who have not been sent forms to apply for a licence under the grandfather rights provisions of the rules by the end of the year, should contact their traffic area offices who will have supplies of the forms.

The new rules bring Britain in line with EEC directive 74/56 which also governs the issuing of 0 licences.

The national and international licences are a division of the rules which also allow for own-account operators to have a restricted 0 licence under which they must not carry anything but goods in connection with their own businesses.

First sitting for the Royal Society of Art exam is in October with another in De cember this year and in March, May, September and December of 1978 — and these times will vary according to demand for the licences.

Candidates will sit two papers with a charge of £3.50 for each paper or £5 if they are both taken on the same day.
