Which of the following most accurately describes the problem?

• The Vehicle Inspectorate has set a new target of May 1998 for the launch of its Joint Enforcement Database Initiative Project (JEDI).

The computerised enforcement programme was initially planned to be up and running by August this year, but fell behind schedule due to "technical problems" (CM 4-10 September). VI chief executive Ron Oliver says the delay is "disappointing".

Once the system is on line, the VI will be able to access upto-date information on operators at the roadside and to generate prohibition notices and other documents electronically.
