• Pilot trials could begin in the next two weeks which would allow operators to order 0licence discs by phone and pay for them by credit card.

A handful of operators in the Leeds and Bristol areas have been recruited to help test the proposed 24-hour service.

Under the current paperbased system, operators adding new vehicles to their fleets have to apply for discs by sending or faxing GV80 forms to their local traffic offices. Processing these applications usually takes five working days; operators often have to wait for a full week to put new trucks on the road.

Buckley accepts more thought will have to be given to establishing the authenticity of callers and, while there are no plans to introduce a processing fee, a nominal charge may be on the agenda if the new system requires substantial investment in IT or staff.

A decision is expected within the next fortnight on whether the trials should begin in Leeds and Bristol.

The Government is consulting on ways in which the identification of 0-licenced vehicles could be improved by an enhanced system of identity discs or through an integrated national computerised database (CM 8-14 May).

The visible disc system is backed by the Road Haulage Association, but the Freight Transport Association supports the idea of a computer system.
