• The TGWU and GMB trade unions have criticised Government proposals on training for being "too modest". The unions want every employer to be forced to spend at least 2% of their payroll bill on training. Under the unions plan employers who fall short on their training budgets would face fines. The 10-point plan also calls for every employee to be entitled to at least five days' training a year. TGWU general-secretary Bill Morris says: "We are seriously concerned that the policy measures envisaged by the Labour Party may be too modest to meet the training challenge represented by the UK skills gap."
