ROME changes in Licensing Authorities +,--) and chairmen of Traffic Commissioners have been announced by the Ministry of Transport. Mr. A. B. Birnie, at present Scottish deputy L.A.. and deputy chairman of the Scottish Commissioners, will become the Scottish L.A. and chairman in December when Mr. W. F. Quin retires. Maj.-Gen. A. F. J.
