ROME changes in Licensing Authorities +,--) and chairmen of Traffic Commissioners have been announced by the Ministry of Transport. Mr. A. B. Birnie, at present Scottish deputy L.A.. and deputy chairman of the Scottish Commissioners, will become the Scottish L.A. and chairman in December when Mr. W. F. Quin retires. Maj.-Gen. A. F. J. Elmslie, at present North Western L.A. and chairman, will move to•the South Eastern area next February to takeover in the same capacities from Mr. IrL J. Thom, who is to retire. Maj.-Gen. Elmslie will be replaced in the North Western area by Mr. C. R. Hodgson, the present L.A. and chairman in the East Midland area.
Appointments to fill the consequential
vacancies at Aberdeen and Nottingham will be announced later by the Minist.ty of Transport. Mr. Binfie, who is 52, h.:4 been deputy L.A. and chairman in Scotland since January 1, 1963. Mr. Quin has been L.A. and chairman since 1948. Maj.-Gen. Elmslie has been in office in the North Western area since March 1, 1962.
Mr. Thom's first appointment as LA. and chairman was in the South Wales area in 1948; he took over his present post in the South Eastern area in 1953. Mr. Hodgson has been L.A. and chairman in the East Midland area for the past 'six years. For five years previously he was LA. and chairman in the South Wales area.
