Which of the following most accurately describes the problem?

'THE councils of the Mansion House 1 Association on Transport and the Traders' Traffic Conference have unanimously recommended to their members that the two bodies shall merge. It is proposed to name the joint body the National Traders' Traffic Association. Reasons given for the recommended merger are:— The objects and activities of both associations are identical and consequently there is a great deal of duplication of effort; a combined body, by pooling its resources, would have a greater reservoir of experience to draw from and therefore provide an improved member service; membership would be greater in a combined body than in two separate associations and would therefore be in a better financial position than either and would be able, if it wished, to have a permanent staff to build up its position and to give better service to industry; a combined body would have a truly national structure and, as such, a more authoritative position vis-a-vis the Government and transport suppliers.

The necessary special resolutions will be placed before members on November 4.
