Which of the following most accurately describes the problem?

AN important question concerning spare vehicles was raised by an inquiry which the Yorkshire Licensing Authority (Mr. Joseph Ferndale) held at Leeds, on Monday. The issue was whether two vehicles should be deleted from the licence of the Aberford Motor Co., Ltd., Aberford, near Leeds.

It was explained that the Aberford Motor Co., Ltd., had 41 vehicles, and that the two in question had been kept permanently in the garage for servicing

purposes. If one of the concern's vehicles on the road became disabled the part affected was replaced by a corresponding component from one of the two vehicles kept in the garage. In the case of one vehicle, no Road Fund

B22 licence had been in operation since December, 1933, and in the case of the other no Road Fund licence had been held since December, 1934.

It was suggested that other vehicles not kept permanently in the garage had been used as spare vehicles, to meet needs arising from the repair or servicing of other machines.

Mr. W. R. Hargrave, opposing the deletion of the two vehicles, submitted that for the purpose of considering whether a vehicle could be classed as spare under a licence, it was immaterial whether it was sent on to the road from time to time, or whether it was kept permanently in the garage, so long as it enabled the whole of the operator's services to be maintained. Had the Aberford Motor Co., Ltd., while keeping an average of two vehicles always in the garage, as spares, used different machines for this purpose, between intervals on the road, there could have been no ground for complaint.

Therefore, added Mr. Hargrave, there was no ground for objection to the company keeping two authorized vehicles permanently in the garage for the sole purpose of servicing the rest of the fleet.

The Licensing Authority held that, as the two vehicles in question bad not been operated for hire or reward for some time, they need not remain on the licence.
