Which of the following most accurately describes the problem?

Two Creek owned haulage companies have had their 0-licences revoked by Western Traffic Commissioner Philip Brown; another two have lost their bids for British 0-licences.

European Frigo Transport and Intrafreight lost their licences. At the same time the IC rejected applications for licences from OAK Transport and Nikiforos Transport. All four companies had the same declared operating centre in Abingdon.

Evidence was given by Thames Valley Police that they had been told that no DAK vehi cies were used in the UK and that the company's main business was the transport of fish in Italy. The Abingdon site owners had no knowledge of the nature of the OAK or Nikiforos operations.

The TC heard that the applications were essentially made for convenience. They would not have been proceeded with if the applicants had been able to obtain Creek 0-licences.

Traffic examiner David Pomfrey said an examination of tachograph charts showed only one European Frigo vehicle starting a journey at Abingdon, while the Intrafreight records revealed that all its journeys had taken place outside the UK CM19-25 October).

Revoking the European Frigo and Intrafreight licences. the TC said he found that there had been a material change in circumstances since their grant in that the two companies' vehicles were not normally kept at the authorised operating centre so they did not have an effective operating centre in the UK.

Rejecting the DAK Transport and Nikiforos Transport applications, the TC said: From the evidence it is clear that these are applications of convenience, and there is insufficient evidence to demonstrate that the applicants will use the proposed operating centre as such. Any authorised vehicles will not be normally kept there as required by the legislation."
