Which of the following most accurately describes the problem?

PROVISIONS governing the carriage by road of coal and other solid fuel, and of sand and ballast, are contained in the Government's new Weights and Measures Bill, which is up for second reading in the Commons next Monday, writes our Political Correspondent.

The proposed carriage laws laydown the documentation required for these commodities and the way the documents should be made out, kept and handed over. Types of measuring receptacle are outlined and also the cases in which persons in charge of vehicles would be guilty of an offence.

The Bill also lays down the requirements for sales of liquid fuels, lubricating oil, mixtures and lubricating grease. These shall, unless pre-packed, be sold only by net weight or capacity measurement.

If pre-packed, they should be in containers marked with net weight or capacity. Quantities of less than half a pint or half a pound of these commodities would, however, be exempt.
