Which of the following most accurately describes the problem?

TIlE breaking-up of the great landed estates under the provisions of the Expropriation Law, and the division of the land among the peasants in small areas has somewhat retarded the use of farm tractors in Roumania. The owners of large estates have had their holdings 4:.tlit down to areas ranging from 120 to a() acres, and these owners are the only purchasers of farm tractors, the heldings. of the peasants being too small to warrant the purchase by them of such machines.

With the reduced value of the leu, the currency and credit shortage which have' prevailed since the war, and the generally demoralized conditions which followed the war, landowners were discouraged and apathetic. Many tractors of European make are said to have been abandoned and have become unserviceable, owing partly to this cause and partly to a diffieulty in obtaining spare parts.

Landowners are now beginning to adjust themselves to the changed conditions, and much more interest is being manifested in scientific farming with the result that many more tractors are being sold. Two American makes of tractor 'are at the present time chiefly sold in Roumania. It is reported that the sales amount to about 1,320 machines per annum. Sales are generally made to the farmers upon a time basis, about 25 per cent, of the purchase price being paid in cash and the balance in monthly instalments extending over a period of six to 32 months. The question of credit to the selling agency is of paramount importance, and if manufacturers desire to get a footing in the market they must work out a method of offering reasonable terms to dealers who cannot sell to consumers for cash, and who, under present local banking facilities, find it difficult to finance their sales.

It is reported that a German rm are awake to the possibilities of the Roumanian tractor market.
