With just months before the scheme starts, we are still major issues that have yet to be solved before Transport for London (TfL) can gin its marketing campaign. These include the e of retail outlets lying both inside and outside :zones and how spot hiring will be affected.

The ETA objects to charging commercial vehis, but is working with TfL in order to help instile a smooth-running operation.

According to TfL, arrangements are being ide for two fleet schemes; one for lorries and vans and one primarily aimed at cars. "We are trying to design a scheme so that freight operators have a mechanism to avoid a substantial administrative burden," a spokesman says.

"The reduction in traffic expected will be similar to that seen during the summer holidays in London, but all year around instead."
