Which of the following most accurately describes the problem?

A Ralph Davies driver trapped on the Continent for a month with a consignment of condemned British beef has returned home to his pregnant girlfriend.

Michael Maguire arrived back in England last week after being strand ed on the Greek/Turkish border in a dispute about what to do with the condemned load (CM 25 April-1 May). Ralph Davies brought back to Britain, but the 10-tonne load finally had to be buried.

As soon as Maguire returned to England he hurried to his expectant girlfriend's side.

A spokesman for Ralph Davies says: "On the vehicle standing idle alone we've lost around £10,000 and we still don't know who will be paying for the lost load. It just goes to show you how bureaucracy can hold you up." Ralph Davies: Lost thousands in beef hold-up on Greek-Turkish border.
