Which of the following most accurately describes the problem?

WHEN the Annis case was resumed VV before the Metropolitan Licensing Authority last week, Mr. A. W. Balne, for the Road Haulage Executive, admitted that an instruction had been sent to the Southampton manager of the 12...H.E. not to employ Annis and Co., Ltd. Reasons for this action would be given further in his evidence, he said.

Mr. Frank Leonard, accountant to the applicant, produced turnover figures for Aprils and Co., Ltd. These did not show the earnings for three vehicles in respect of abnormal indivisible loads and he was asked to produce them. Mr. Leonard promised to analyse the figure for the three vehicles' earnings: this was stated to be £35,766 a year. Mr. Balne considered this a "physical impossibility" for vehicles engaged on carrying heavy loads.

Mr. J. M. Silbermann, managing director of Peterson, Ltd., Finchley, a clearing house, said that inconvenience was caused to customers because of the shortage of 25-ton vehicles. Vehicles of 45 tons were almost impossible to obtain without long delays. He alleged that the Special Traffics (Pickfords) Division of the R.H.E. put difficulties in the way of his company.

He submitted a list of hauliers to whom approaches were made when heavy loads had to be transported. Mr. Balne asserted that this was incomplete, and Mr. D. L McDonnell, for the Railway Executive, said that its worth depended on knowledge of which vehicles were licensed to the companies mentioned, and which were obtainable through sub-contracting.

Mr. Balne asked the witness to give evidence about the number of jobs placed with free hauliers and with the R.H.E. respectively last year. This was promised. Mr. Silbermann also said that Mr. F. Annis no longer held shares in Peterson, Ltd., and that he had recently made "fictitious inquiries" of Pickfords to ascertain the availability of heavy vehicles.

For the objectors, Mr. T. G. Jones, senior draughtsman of the Swindon railway carriage works, was called to describe the design of various types of wagon used for carrying heavy machinery, and Mr. F. B. Bourdillon, Pickford's Southampton manager, to refute charges made by the applicant at the earlier hearing.

Annis and Co., Ltd., is applying to operate two 23-ton articulated vehicles and one 45-ton machine.

The case will be resumed from June 4-6.
