• Sixteen-year-old, Jonathan Rees was granted an 0-licence when he appeared before South Wales LA John Mervyn Pugh at a Cardiff public inquiry.
Rees, of Manselton, Swansea, told the LA that he was going to employ his father as a driver for the scrap metal business they operated.
The LA heard that Rees Snr had been in the haulage business for more than 30 years, holding licences in his own name, but that he was not in the best of health.
The teenager said he understood that because he was so young he would not be able to borrow money. His father would drive the vehicle that had been bought for Rees by his grandmother; he assured the LA that he knew the regulations and realised the vehicle had to be maintained.
After being assured that the vehicle examiners would keep an eye on the boy Mervyn Pugh granted a restricted licence for one year for a vehicle not exceeding 7.5 tonnes GVW and told Rees it was a marvellous opportunity.
