Which of the following most accurately describes the problem?

by Patrick Hook • A new row is looming between the haulage industry and the Home Office over the escorting of abnormal loads. After months of wrangling over whether hauliers should pay police for their escorts, the industry and Home Office now dispute whether they have agreement on privatising this service, which is provided by the police on motorways and link roads.

To the fury of the Road Haulage Association and the Freight Transport Associations, the Home Office announced in January that it had appointed management consultant EDMC of Tenterden, Kent to develop a framework of competence standards for a privatised service. This was apparently ahead of reaching any agreement that the idea was sound in principle.

The consultant's final report was handed to the Home Office on 3 March but no one is prepared to say what the recommendations are.

Don McIntyre, controller of highways and traffic at the FTA says: "We are seriously concerned about the direction that traffic policing is going in. On safety grounds we want the police to do the escorting of abnormal loads and we are currently in discussion with the Home Office on this subject".
